Transfer PUG print under glaze with hand painted white highlights on the lower section. It's about 5-1/4" to the top of the pewter lid and has a 1/2L capacity mark and possibly a #4 on the base. No makers mark or Germany on it. My guess would be Reinhold Merkelbach because the capacity mark looks the same as on this #541 Monk. R.M. made steins 1882-2007, Germany was required on all exports from 1887 onward. It may have been made 1882-1886.
