This 1/2 liter porcelain stein is named to Marcia (presumably Marcia Wheeler as that is the only Marcia found on the side roster), the daughter of a DOD civilian employee or US military personnel. She was a member of the Class of 1970 at the Heidelberg American High School which was part of the DOD School system and could be attended only by dependents of DOD personnel. There is no decorator's mark on the stein.
