Designed by Paul Neu, a Munich design artist.
Depicts the Munich Child on the center scene flanked by musicians, farmers, waitresses and sharpshooters.
Text translates to: Sense of Joy and Comfort is Munich’s Style since the Old Days
Mark on the base appears to be MAIER München
