The central scene is of the City of Munich's large coat of arms. According to the book Wiesen-Bierkruege by Kreissparkasse Munich and the Munich Oktoberfestmuseum e.V. published in 1999, page 21 indicates this was probably produced for members of the Munich City Council (Stadtrates) in 1935, but to date there has been no evidence found to confirm this.
